Unfortunately its not always easy to know why an eLearning solution doesn't work and pretty expensive to put it right after its failed. Its much easier to get it right in the first place.
Getting it right starts with understanding the place of learning in your organisations growth strategy and the value that eLearning can bring to that strategy. Classically we always begin with an analysis of need: why eLearning, what eLearning, and what place does it occupy in your organisations overall strategy to grow (by growth, we mean to improve and mature... not necessarily to get bigger).
Strategies, no matter what shape or form, need stakeholders. People in the organisation to make them work, to communicate them, to popularise them and to evaluate them... and of course, to fund them. Its vital that as part of your organisations road to eLearning success, your stakeholder group is made of the right constituents and that everyone understands and performs their role.
Thereafter its about defining the nature of the eLearning experience, including the most appropriate blend of offline and online technologies; collaborative and individualised activities; formal and informal contexts for learning; and of course, the role of content.
Once defined, the eLearning experience needs to be created (content development or acquisition happens at this point) and the delivery technologies put into place. A vital part of the overall approach.
Finally, evaluation processes need to be in place from the outset, to ensure that data is captured from at least 3 different vantage points (a research technique known as triangulation) to build a comprehensive and validated set of ROI data. One of these vantage points must be the learner's.
The right form of eLearning for your company will always provide a good fit between the nature and characteristics of the learners (generally, your staff), the culture of your organisation, its growth strategy and its ability to embrace change and innovation.
Learning is a whole of organisational thing. Always... unless you want to simply throw your money away.
